Public discussions have started on https://regulation.gov.uz/ online platform of a draft Regulation establishing the procedure for receiving and presenting gifts to state civil servants during business trips, as well as in connection with international and other official events.
According to the document:
A civil servant is obliged, within three working days, to inform the Internal Anti-Corruption Control Unit of his/her government agency about any gift presented to him/her in connection with a business trip, international or other official event.
The Internal Anti-Corruption Control Unit is responsible for determining and evaluating the value of a gift.
The cost of a gift that can be received by a state civil servant in connection with business trips, international and other official events is set at up to five reference calculation values.
If the cost exceeds five reference calculation values, the state civil servant will be able to dispose of the gift by paying the excess part of the cost to the government agency. In case, civil servant refuses to pay an amount exceeding the specified limit, the gift will be transferred to the government agency.
It is worth mentioning that Article 18 of the Law ‘On the State Civil Service’ defines that state civil servants can receive gifts during business trips, as well as in connection with international and other official events.
The Article also goes that it is forbidden to accept any gifts from individuals and legal entities for the performance or non-performance of official powers of a state civil servant in their interests.
Public discussions will last until November 22, 2022.
