The Anti-Corruption Agency regularly conducts online monitoring of the work of the government agencies and organizations on ensuring the openness of their activities.
In particular, by the end of the third quarter of 2022, the Agency monitored the publication of socially significant information by government agencies in the indicated information resources.
According to the results, 77 out of 132 ministries and departments posted more than 50 percent of the information that should be published in the relevant information resources, and the remaining 63 posted less than 50 percent of the information.
For reference: 14 pieces of open data should be published by all government agencies and organizations, one piece of data by regional administrations and 20 pieces of data by clearly defined 12 ministries and departments.
Article 26 of the Public Procurement Law defines the procedure for publishing information on public procurement planning.
In particular, Decree of the President of the Republic of Uzbekistan No. DP-6247 stipulates that government agencies and organizations must publish information on goods (works, services) planned for purchase for six months on their official website.
During the monitoring, it was found that 74 ministries and departments, 9 local administrations did not post this information on their official websites.
Similar shortcomings were made in the publication of data on public procurement and official vehicles, other property provided for in the Decree.
For example, when monitoring the government agencies, it was revealed that 68 of them did not publish data on public procurement on their official websites and 62 - on official vehicles and other property.
According to the legislation, socially significant information should be posted as open data in a separate section on the main page of the official website.
During the monitoring, 88 government agencies did not fully comply with this requirement, and 37 of them placed information of this category at an address different from the main page of the official website.
Measures are being taken to eliminate the shortcomings identified during the monitoring.
For 9 months of 2022, the Agency submitted 16 statutory notices and 40 warnings to government agencies and organizations to eliminate the shortcomings identified during the monitoring.
