In early November, the Anti-Corruption Agency officers as part of the Republican Working Group visited Andijan Region in order to study the pressing problems affecting the population.
The study followed after the spread via social networks of information on the construction and operation of gas filling stations in violation of the norms and rules of urban planning, which caused heated discussions among the population. The Agency officers studied the existing corruption factors in the provision of public services in this area.
In 2022, 24 out all applications received by the district (city) construction departments for changing the object specialization and obtaining a permit for the construction of a gas filling station were approved.
In 2022, the regional department of the Inspectorate for Control over the Use of Oil Products and Gas issued 24 licenses to entrepreneurs to engage in activities for refueling cars with compressed gas.
During the study, individual cases of violation of the law by entrepreneurs in the processes of obtaining building permits, development and approval of urban planning documentation were identified.
In particular, in four cases, the project documentation was not checked for compliance with the requirements of legal documents on urban planning, in five cases, the control and supervisory authorities were not informed about the start of construction work, and in eight cases, the operation of the facility without obtaining a permit after completion of the construction work.
Based on the results of the study, the Agency sent a request to the Inspectorate for Control over the Use of Oil Products and Gas to conduct an on-site study of compliance by licensees with license requirements.
The documents collected during the study were submitted to the General Prosecutor’s Office to give a legal assessment of the actions of the responsible persons.
The Anti-Corruption Agency will provide additional information on the decision taken as a result of the study.
