The Anti-Corruption Agency has conducted a study in Jizzakh Region, the public procurement by the Regional Multidisciplinary Medical Center. The study revealed a violation of the law in the procurement of medical equipment.
In particular, based on the agreement dated December 22, 2021, the Medical Center intended to purchase Aesculap surgical equipment, manufactured in Germany in 2021, from a supplier - E.M.S. LLC, in the amount of 245.2 million soums.
According to the invoice dated December 28, 2021, the supplier issued a document stating that the surgical equipment of this model was delivered to the Medical Center.
However, the study revealed that the surgical equipment specified in the contract was not delivered, instead of it, old surgical equipment was brought, produced by Volzhskiy Utes LLC in Russia in 1994, and which was in the condition not to be used.
Despite the fact that the physician and staff of the Medical Center addressed the management with a report dated February 19, 2022 on bad condition of the medical equipment and not meeting the requirements of Sanitary Rules and Regulations, the management did take no action.
The files collected on this case were sent by the Agency to the Prosecutor General’s Office.
On the above and additional cases, a pre-investigation check was carried out, as a result of which the Prosecutor’s Office initiated a criminal case against officials of the Jizzakh Regional Multidisciplinary Medical Center on the basis of paragraph A of part 3 of Article 167 of the Criminal Code of the Republic of Uzbekistan. Investigations are currently underway.
