On January 20, 2023, the President of the Republic of Uzbekistan signed the Resolution N. 10 ‘On additional measures to transform the internal affairs bodies into a people’s professional structure and to focus on working in close interaction with the population’.
The Resolution identifies the following priority tasks in order to further improve the system of personnel work in the internal affairs bodies:
In particular, the Ministry of Internal Affairs was tasked with establishing a qualitatively new, simplified procedure for recruitment and creating E-nomzod electronic information system, in order to select candidates with high moral, ethical and professional qualities for positions.
In order to create a system of public control over the activities of the internal affairs bodies, public councils consisting of scholars, veterans and journalists, will be created at the Ministry of Internal Affairs and its territorial divisions.
The Resolution approved the Internal Affairs Code, which includes important provisions aimed at preventing corruption, conflicts of interest, ensuring openness and transparency of activities in the system of internal affairs bodies.
According to the requirements of the Code, employees of the internal affairs bodies must fight against any form of corruption and actively support its prevention. Also, they must report to leadership or authorized bodies about each case.
In addition, employees of internal affairs bodies are prohibited from exercising their professional powers in the interests of political parties, public associations and other bodies, and engaging in entrepreneurial activities.
It is forbidden to receive any gifts and material valuables, as well as to use services in exchange for the performance or non-performance of one’s duties in the interests of individuals and legal entities.
The Resolution indicates that non-compliance by employees with the rules and requirements of the Code or their gross violation is the basis for the application of a disciplinary sanction up to and including dismissal from service in the internal affairs bodies.
