The Anti-Corruption Agency is constantly studying public procurement notices placed by government customers through special information portals.
In December 2022, ministries and departments made a total of 132,130 public procurements in the amount of 10.5 trillion soums, of which 79,622 procurements in the amount of 607.32 billion soums through electronic stores, 3,374 procurements in the amount of 81.94 billion soums through electronic auctions, 5,782 procurements in the amount of 1,592.84 billion soums by selecting the best offer, 8,496 procurements in the amount of 2,443.18 billion soums from single suppliers, 34,452 procurements in the amount of 4,452.89 billion soums under direct contracts.
At the same time, studies have shown that some government customers commit violations of the law in public procurement.
In December 2022, the Anti-Corruption Agency submitted three statutory notices to government customers on eliminating cases of violation of the law for a total of 3.3 billion soums and preventing similar cases in the future.
At the same time, during the monitoring and study, it was revealed that government customers committed violations in the amount of 9.9 billion soums in three cases in the course of public procurement. The collected documents were sent to law enforcement agencies.
For example, when studying the notice of the best offer selection in the amount of 300 million soums ‘Purchase of electrical equipment’, posted on a special information portal by the Andijan city administration, it was found that affiliated business entities participated in the competition and won.
Also, in the public procurement in the amount of 130.0 million soums ‘Provision of transport services during construction and installation works’, posted on a special information portal by the Andijan city administration, affiliated business entities participated in the competition and also won.
Due to the fact that the Procurement Commissions did not exclude affiliated entities from participating in procurement procedures, the violation of the Law On Public Procurement and the Law On Competition took place, and the collected materials were sent to the Prosecutor General’s Office for a legal assessment.
