The Anti-Corruption Agency conducts constant monitoring in the field of public procurement, and also studies information spread by the media and social networks on this topic. In the latest studies, cases of violation of the legislation on public procurement have been revealed.
In particular, when conducting public procurement in the amount of 200.0 million soums by order of JSC Namangandonmakhsulotlari on January 27, 2023, the Law ‘On Public Procurement’ and the Law ‘On Competition’ were violated, as three LLCs ‘T.A.’, ‘A.L.’ and ‘S.A.’ involved in the procurement were owned by the same person, but the Procurement Commission did not take any measures to exclude these participants.
When conducting public procurement in the amount of 2.4 billion soums for the overhaul of electric motors by order of UE Toshkent Issiqlik Markazi on January 28, 2023, the founder of 2 out of 3 organizations participating in the competition, LLC ‘M.’ and ‘E.S’, was one person, but despite this, no action was taken by the Procurement Commission.
During public procurement in the amount of 57.5 million soums for the purchase of medical scales by order of the Chust District Medical Association on January 27, 2023, the head and founder of two LLCs ‘B.M.’ and ‘G’, participating in the competition, were one person, which was a violation of the law as well.
Another case, when conducting public procurement in two lots for a total amount of 33.2 million soums by order of the Jizzakh Region Dermatovenerologic Dispensary on 26-27 January 2023, the head and founder of two LLCs ‘T.M.P.’ and ‘T.S’, participating in the procurement, was one person. Despite this, the Procurement Commission did not take any measures to exclude these participants.
On 30 January 2023, the Anti-Corruption Agency submitted statutory notices to the JSC Namangandonmakhsulotlari, Chust District Medical Association, UE Toshkent Issiqlik Markazi and the Jizzakh Region Dermatovenerologic Dispensary on the annulment of the Minutes of the Meeting of Procurement Commission.
All collected materials have been sent to the Prosecutor General’s Office for a legal assessment.
