The Resolution of the President of the Republic of Uzbekistan of August 8, 2022 provides for the implementation of two projects with the participation of the European Bank for Reconstruction and Development.
In particular, within the framework of the project ‘Improvement of drinking water supply in Chust, Pop and Namangan Districts of Namangan Region and construction of sewerage systems in the centers of Chust and Mingbuloq Districts, in Chust, Pop and Namangan Districts of Namangan Region, it is planned to build a sewage treatment facility with a capacity of 12,500 m3/day, reconstruction of 20 water supply facilities, construction of 77 km of drinking water supply networks, reconstruction of 104 km of water supply networks, construction of 52 km of sewerage networks, purchase of machinery and mechanisms (total cost – USD 84.5 million).
It is also planned the construction and reconstruction of a 75 km drinking water supply system within the framework of the project ‘Improving the water supply of Muzrabot District of Surkhandarya Region through the construction of a water conduit from Oqtosh and Poshkhurt underground sources’ and the construction and equipment of 18 water distribution facilities, as well as the construction of a laboratory and a control building (total cost - USD 60 .3 million).
JSC Uzsuvta’minot is determined by the executive body responsible for the targeted and efficient use of funds allocated under projects, as well as for the timely and high-quality implementation of projects.
In order to ensure openness and transparency of ongoing projects, the Anti-Corruption Agency constantly monitors the progress of work.
In particular, in December 2022, a study was made of the information posted on the official website of JSC Uzsuvta’minot about projects and their goals, total cost, financing plan, main technical and economic indicators, status of ongoing work under the project, documents adopted under project implementation, tenders and competitions.
The official website of JSC Uzsuvta’minot also runs separate pages for the Namangan and Surkhandarya projects, which contain information about projects, ongoing work, plans, the state of development of investments, concluded contracts and construction and installation works.
Based on the monitoring results, the Agency submitted recommendations to JSC Uzsuvta’minot on disclosing the expenditure of funds within the framework of the projects.
In pursuance of the Resolution of the President of the Republic of Uzbekistan No. 3857 of July 16, 2018, it was established that within the framework of projects involving international financial institutions and foreign state financial organizations, specialists of the Anti-Corruption Agency will be included in the procurement commissions, as well as the participation of specialists of the Agency will also be ensured in tenders and competitions.
The Anti-Corruption Agency will continue monitoring to ensure openness and transparency of targeted use of funds allocated under projects.
