On April 20, the Anti-Corruption Agency held a meeting of the Public Council.
A presentation was made of the Openness Index, aimed at assessing the effectiveness of work on ensuring the openness of the activities of government bodies and organizations, as well as a rating assessment of the effectiveness of anti-corruption activities of ministries and departments, local executive authorities.
The meeting participants analyzed the results of the rating assessment and the activities of government organizations with low performance.
At the beginning, the Agency officer made a presentation on the results of the rating assessment of the effectiveness of the activities of government bodies and organizations in combating corruption.
This rating assessed the work of organizations to introduce effective mechanisms for combating corruption and reduce corruption risks, also assessed the work of heads of government organizations to instill in employees an uncompromising attitude towards corruption, and awareness-building activities among the population.
The rating assessment of the effectiveness of the activities of ministries and departments, local executive authorities in combating corruption serves as an effective mechanism for monitoring the fulfillment of the tasks assigned to government organizations in the field of combating corruption, as well as eliminating identified shortcomings, strengthening the environment of healthy competition in the field and increasing the responsibility of executives.
During the discussion, Foziljon Otakhonov, chair of the Public Council, noted that when assessing, it is necessary to pay more attention to the content, rather than the form, that is, not the number of documents developed or adopted, but their implementation, and most importantly, positive results achieved.
Gulnora Bobojonova, deputy chair of the Public Council, noted that when assessing the activities of organizations, it is necessary to take into account their work with the media.
The meeting continued with the presentation of the results of the Openness Index, aimed at assessing the effectiveness of the ongoing work on the openness of the activities of government bodies and organizations.
According to the procedure for conducting a rating assessment, the Anti-Corruption Agency, together with interested ministries and departments, assessed the efficiency and effectiveness of the work of government bodies and organizations according to 8 indicators covering 84 criteria.
The meeting participants analyzed the results of the Openness Index and noted the high readiness of government bodies and organizations to establish effective work in ensuring the transparency of activities.
Yulduzkhon Olimova, member of the Public Council, stressed that the ratings are a form of systemic fight against corruption. Also, she emphasized the need to take tough measures against ministries and departments that systematically do not comply with the established requirements.
Foziljon Otakhonov, chair of the Public Council, emphasized that the members of the Public Council should be active in explaining to the wider public the essence and importance of similar rating assessments of the work of government agencies, and also noted the need to develop separate mechanisms for assessing the activities of the Agency itself on these indicators.
During the meeting, other organizational issues related to the activities of the Public Council were also considered.
