The Anti-Corruption Agency conducted an analysis of corruption risks in licensing of nongovernmental higher educational institutions.
The analysis revealed that the responsible organizations did not fulfill the tasks, as well as regulatory gaps and other cases exist prone to corruption risks.
In particular, in 2022-2023, 65 nongovernmental universities received licenses, and 82 cases of law violations occurred when issuing licenses to 38 of them.
In 22 cases, applicants received licenses without obtaining the appropriate conclusions from the state fire supervision authorities and the sanitary and epidemiological service.
The national law defines that educational services should be provided by nongovernmental universities in accordance with the state educational standards, curricula and programs, as well as educational programs independently developed by educational organizations should be submitted at the time of licensing.
However, licenses were issued to applicants even in cases when curricula and subject programs were not fully uploaded by them or not uploaded at all to the electronic system in accordance with these requirements.
In 8 cases, licenses were issued to applicants, despite the fact that they downloaded the curricula of state universities without developing independent curricula, in 2 cases the curricula were not loaded at all, in 4 cases the curricula were not fully loaded or loaded into unapproved form.
In addition, in 15 cases applicants did not download subject programs at all, in 11 cases subject programs were downloaded incompletely in courses or were downloaded in an unapproved form, in 3 cases there were no independent programs, and despite all these shortcomings, the applicants received licenses.
Following the analysis, the Anti-Corruption Agency developed and submitted to the Administration of the President of the Republic of Uzbekistan proposals aimed at eliminating existing corruption risks in licensing of nongovernmental higher educational institutions.
