For the first half of 2023, the Anti-Corruption Agency received 1562 appeals. Based on the results of the study of appeals, criminal cases were initiated in four cases.
In particular, based on the appeal of citizen M.D., the Anti-Corruption Agency studied the documents related to the public procurement carried out by the Yoshlik Physical Culture and Sports Society under the former Ministry of Public Education.
The study showed that the final stage of the sports competition ‘Umid Nihollari 2022’ was included in the calendar of sports events approved by the officials of the Society on January 6, 2022, and the cost of holding the competition was set at 28 billion 909 million soums.
Despite the fact that the date of the final stage of the sports competition was known, the officials of the Society played for time, not taking the necessary measures to prepare for rewarding winners and prize-winners of the competition.
As a result, due to the tightness of the deadline, a direct purchase of products in the amount of 28 billion 909 million soums was carried out. But the contract concluded with the winner of the competition, UNITED TRADE SYSTEM LLC, deliberately did not include technical parameters that affect the price of the goods. In addition, the contract did not pass the expertise of Center for Comprehensive Expertise of Projects and Import Contracts SUE under the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan.
For reference: UNITED TRADE SYSTEM LLC has passed the state registration for the type of activity ‘Wholesale trade in wooden building materials and sanitary equipment’. The society received 7 types of sports equipment (sportswear, caps, bags, sneakers), a bicycle, a Lenovo laptop, a cup, a Samsung-32d TV, a sports medal, a diploma and frames.
The Anti-Corruption Agency submitted the materials collected to the Prosecutor General’s Office. Based on the results of the pre-investigation check by the Prosecutor General’s Office, a criminal case was initiated against the Society’s officials.
Currently, the Department for Combating Organized Crime and Corruption is conducting investigations.
