Decree of the President of the Republic of Uzbekistan No. DP-6247 of June 16, 2021 outlined the task of providing live broadcasting of sessions of the Jokargy Kenes of the Republic of Karakalpakstan, regional, district, city Councils of People’s Representatives on TV channels and on the Internet.
In this regard, the Anti-Corruption Agency has monitored and analyzed the implementation of this task by local councils in the first half of 2023.
During the monitoring, special attention was paid to the reliability of the information provided by the Jokargy Kenes of the Republic of Karakalpakstan, the Councils of People’s Representatives of the regions and Tashkent city, that is, to each issue on the agenda of the sessions (except for closed sessions) and the continuity of broadcasting.
At the same time, short information or photo and video reports published about the sessions were regarded as non-compliance with the requirements of the Decree.
Also, with the help of remote monitoring, the quality and completeness of the broadcasts were studied.
The monitoring showed that for 6 months of 2023, the Jokargy Kenes of the Republic of Karakalpakstan, the Councils of People’s Representatives of the regions and Tashkent city held a total of 102 sessions, and only 40 sessions, that is, 39 percent, were broadcast live on local TV channels or on the Internet.
For example, not a single session of the Councils of People’s Representatives of Khorezm, Jizzakh, Namangan, Ferghana regions and Tashkent city was broadcast live for 6 months of 2023.
The study showed that most of the sessions that were not broadcast live were announced as news on the official website of the regional administrations or official pages on social networks (Facebook, Instagram, Telegram).
Also, the Agency conducted an analysis of the status of live broadcasting of sessions of district and city Councils of People’s Representatives.
The result showed that in the first half of 2023, the Councils of People’s Representatives of districts and cities across the republic held 1676 sessions, of which only 405, that is, 24 percent were broadcast live on local TV channels or on the Internet.
Of all the following district and city Councils of People’s Representatives, in particular, 16 in Ferghana Region, 13 in Tashkent Region, 11 in Namangan Region, 11 in Tashkent city, 10 in Khorezm Region, 10 in Andijan Region, 6 in Jizzakh Region, 6 in Kashkadarya Region, 5 in Bukhara Region, 5 in the Republic Karakalpakstan, 4 in Sirdarya Region, 3 in Navoi Region, one in Surkhandarya region and one in Samarkand Region did not arrange a live broadcast of any session.
Information about the sessions held was posted only in the news line on the official websites of district and city administrations, or on official pages on social networks (Facebook, Instagram, Telegram).
