The Anti-Corruption Agency continues to monitor the compliance of government customers with the requirements of the legislation on public procurement.
Remote monitoring revealed that a number of violations during the procurement procedures by several government customers.
In particular, violations were revealed in the following cases:
Purchase of sports equipment in the amount of 286.0 million soums by order of the Children and Youth Sports School of Zafarobod District on August 2, 2023;
Construction of a shed roof for summer meetings in the amount of 912.4 million soums by order of Jokargy Kenes of the Republic of Karakalpakstan on August 4, 2023;
Purchase of a school uniform in the amount of 311.8 million soums by order of the Presidential School of Samarkand in the system of the Agency of Specialized Educational Institutions under the Ministry of Preschool and School Education of the Republic of Uzbekistan on August 5, 2023;
Provision of cargo transportation services in the amount of 300.0 million soums by the Road Operational Unitary Enterprise of Qiziltepa District on August 10, 2023.
In these public procurements, the requirements of Articles 10, 14, 20 and 46 of the Law ‘On Public Procurement’ and a number of requirements of the Regulation approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan ‘On the procedure for organizing and conducting procedures related to public procurement’ were violated.
In particular, the documents of the competition participants in the procurement were uploaded to the electronic platform through the devices used by the members of the Procurement Commission (with the same IP addresses), and the proposals of some participants were evaluated contrary to the criteria established by the tender documentation.
The Anti-Corruption Agency submitted statutory notices to customers on the cancellation of Procurement Commission protocols, and cases of law violation were eliminated.
Explanation: The Agency prevented violations related to procurement procedures commissioned by the Presidential School in Samarkand, the protocol and contract were canceled without transferring funds to the winner of the competition.
It is worth noting that the study did not reveal misappropriation of funds by officials of the Presidential School of Samarkand.
