These days, the news is widely discussed on social networks that Dilfuza Samandarova, head of SUE National PR Center subordinating to the State Tourism Development Committee, is engaged in entrepreneurial activities.
The Anti-Corruption Agency has conducted a study of this case and reports the following:
The study revealed that Dilfuza Samandarova, head of SUE National PR Center under the Tourism Development Committee, is the founder with a 50 percent stake in Avtoimkon Trade LLC, which passed state registration on February 22, 2023.
A video of Dilfuza Samandarova also appeared on social networks, in which she advertises the silver jewelry store ‘LBOS Jewellery’, located in Tashkent center, of which she is also the founder.
According to Article 13 of the Law of the Republic of Uzbekistan No. LRU-788 of August 8, 2022 ‘On the State Civil Service’, a state civil servant does not have the right to engage in entrepreneurial activities, create business entities, be their founder (participant), carry out organizational, managerial, administrative, economic functions in a business entity.
Also, paragraph 13 of the ‘Model Code of Ethics and Conduct of Civil Servants’, approved by Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 595 of October 14, 2022 ‘On additional measures to ensure compliance with ethical rules by state civil servants’, states that civil servants do not have the right to engage in other paid activities, except for pedagogical, scientific and creative activities during non-working hours.
On September 19, 2023, the Anti-Corruption Agency submitted a statutory notice to the Tourism Development Committee and to SUE National PR Center.
