An Uzbek delegation led by the director of the Anti-Corruption Agency of Republic of Uzbekistan today visited the “ASAN” and “DOST” centres in Azerbaijan, according to a visit plan.
For information: "ASAN xizmat" (Azerbaijan Service and Evaluation Network) was created to save additional costs and time for citizens and to evaluate directly the performance of the civil service. The centre was established to increase public trust in government, create a transparent and corruption-free system, and improve the efficiency of public services through electronic means. Today, more than 320 public and private services have been rended in Azerbaijan by 20 ASAN agencies.
“DOST” (Agency for Stable and Rapid Social Security) provides 120 public and private services based on operational and information and communication technology, such as social benefits, pensions, unemployment benefits, disability benefits and other benefits.
The visit to “ASAN” centre began with a presentation of the work done in recent years to provide citizens with full and quality public services, new plans to improve the efficiency of services, increase public confidence in public services. The members of the delegation were informed that today the officials of more than 10 ministries and agencies are working directly in the centre in order to provide services to citizens and efficiency of services is ensured by ASAN representatives.
At “ASAN xizmat” centres, in addition to public services, a number of private organisations (banking, insurance, tourism) provide services for the convenience of citizens.
At the same time, it was noted that the possibility for citizens to apply for some public services through online and special mobile applications, and for citizens to visit the centres only to receive the final result of the service, has led to a significant increase in public trust in public services.
In addition, “ASAN” has introduced the possibility of providing outreach services, which makes life much easier for citizens. This service is provided free of charge to people with disabilities, the homeless and some other social strata.
It was noted that the “DOST” Centre provides over 120 social protection and support services electronically on a "one-stop-shop" basis, and most importantly, services are provided to citizens without the need for any paperwork.
Importantly, there is an opportunity to evaluate each service provided and the provider. It was noted that today the level of public satisfaction with the services provided by the organisation is 97.5%.
At the end of the visit, the parties discussed the implementation of this best practice in the provision of public services in Uzbekistan.
