The National Anti-Corruption Council has approved the Roadmap 2022-2023 to implement the Sphere Without Corruption Project in the capital construction sector.
A number of positive works are being carried out to date to ensure the implementation of the tasks specified in the Roadmap, eliminate corruption and bureaucratic obstacles in the construction industry, ensure transparency at all stages of the implementation of construction processes through the widespread introduction of modern information and communication technologies in the field.
In particular, the Resolution of the Cabinet of Ministers No. 71 of February 14, 2022 ‘On measures to implement the Law of the Republic of Uzbekistan ‘On the privatization of non-agricultural land plots’ was adopted. Based on the requirements of this Resolution, a procedure has been established for identifying all types of vacant land plots and posting relevant information on an ongoing basis in YERELEKTRON automated information system.
The procedure for maintaining the rating of design and survey organizations in the field of capital construction has also been improved, as a result of which the evaluation criteria have been reduced from 60 indicators to 39, and the evaluation system has been shifted to the framework of industry areas.
New rules have been introduced into the legislation regarding the clarification of the term for assigning categories to construction organizations, limiting the reassignment of categories when evaluating tender indicators, revising the rating criteria for evaluating construction organizations based on the principles of openness, transparency and impartiality.
An electronic rating system for design and survey organizations was also introduced, and to date, 1,385 design organizations have been included in this rating system.
By introducing additions and amendments to the Criteria for calculating the rating of design and survey organizations, approved by the Resolution of the Cabinet of Ministers No. 699 of November 9, 2020, it was possible to obtain reliable information on the calculation of the rating, ensure the reliability and transparency of the data used in the formation of rating indicators, and minimize corruption factors.
The expertise of project documents was transferred to a transparent electronic system, and the practice of submitting a set of paper documents to expert bodies was completely abandoned.
In total, 26,706 object projects passed through this system in 2022, as a result of which 6.7 trillion soums were saved on these objects.
Transparent Construction national information system launched a Unified Register of Expertise of Design and Estimate Documentation.
It is worth noting that by issuing certificates to legal entities operating in the field of expertise, a competitive environment has been created in the system. Based on the category of complexity of objects, the system for providing an expert opinion is classified. An electronic rating of expert organizations has been launched to issue an opinion on projects of a differentiated category.
Licensing of urban planning activities is also carried out on the basis of an electronic system, which significantly reduced the corruption factors. In 2022, licenses were issued to 283 entities.
In 2022, 11,714 online electronic tenders organized through Transparent Construction national information system.
A system for selecting design and survey organizations has been created on the electronic public procurement platform, and now design organizations for objects financed from the state budget are determined through electronic tenders.
In addition, the State classification of building resources has been developed, which is a single base of indicators for the types of work, building materials, machines and mechanisms.
This classifier consists of more than 113 thousand items of resources (building materials, equipment, types of work, etc.).
At the same time, it should be noted that state control in the construction sector has been improved. As a result, Construction Quality Control information system was introduced. All defects identified at the facilities were entered into the system along with photos online, and control processes were automated. To date, 31,565 objects have been taken under control with the help of this system, as well as regional inspectorates conducted monitoring in 106,198 objects. According to the data, 92,108 written instructions were sent to violators (30,428 to the contractor, 36,713 to the customer, 24,967 to design organizations) and 5,663 fines were imposed for serious shortcomings (1,361 to the contractor, 3,566 to the customer, 736 to design organizations). At the same time, construction and installation work at 1,144 facilities has been suspended until the identified deficiencies are eliminated.
The Vigilant Citizen information system allows citizens to independently receive information about objects under construction, identify illegal buildings, record violations at construction sites (in photo and video format) and send them to the competent authorities for supervision in the field of construction.

Target Programs Monitoring electronic system makes it possible to control all processes from the registration of construction objects to their acceptance through a single digital system (monitoring.mc.uz). With the help of the data generated in this system, the objects under construction are analyzed with their division into ‘risk groups’.
Due to these activities, the Ministry has received a certificate of compliance with the requirements of the international standard ISO 37001:2016 - the anti-bribery management system.
